EU Domestic Climate Change Policy: The future of the ETS and non-ETS policies

Following the agreement reached on the Market Stability Reserve (MSR), the European Commission will soon bring forth a proposal for the structural reform of the EU ETS, which will add currency to the October European Council Conclusions.  European Council Conclusions are political guidance, however, not hard law. Following the discussion started during the Carbon Market Forum meeting on May 6, we will discuss what exactly a comprehensive reform of the EU ETS might comprise – in short, what is on the agenda?

CEPS held a first discussion on this topic on May 6th, the results of which will be summarised in preparation for this meeting.
